| The
National Conference on Weights and Measures is a national organization
that develops standards in weighing and measuring device regulation,
commodity regulation, motor-fuel quality, and administration of
regulatory weights and measures programs. In this way, NCWM helps
to ensure coordination and consistency among state and local weights
and measures (W&M) regulators. One of the NCWM's main activities
is management of the National Type Evaluation Program (NTEP).
Familiarity with the NTEP is important to companies who are involved in buying, selling, or using gasoline pumps and dispensers. The reason is that, in most jurisdictions, it is illegal to sell fuel from a Retail Motor Fuel Dispenser (RMFD) that is not covered by an NTEP Certificate of Conformance (CC). Local W&M officials are increasingly verifying NTEP certification prior to approving new installations. You can find out more about NTEP by clicking the "NTEP Certificates" button to the left or by following the link you'll see in our "Links" The NTEP CC should be of special concern to when you buy equipment from a someone other than the original equipment manufacturer. We have found that it is common for some "rebuilders" to modify equipment configurations in ways that invalidate the NTEP CC. For example, you might be sold an old multiproduct dispenser like a Gilbarco MPD-A3 with a newer MPD-2 or MPD-3 electronic head installed. You may also find "high speed" dispensers that have been created by makeshift repiping of a standard dispenser. These changes invalidate the NTEP Certificate of Conformance and, hence, make it illegal to use the dispenser in trade. You may not find this out until a weights & measures inspector hangs a red tag on your installation. Retail Motor Fuel Dispensers sold by DurEquip are fully in compliance with NTEP requirements for Remanufactured and Repaired Devices as developed by the NTETC Measuring Sector and approved by NCWM Board of Directors in July of 1995.
